How to Obtain a BLUE CARD for the Permit Test
How to Obtain a BLUE CARD for the Permit Test
1. You must have a BLUE CARD in order to take the permit test.
2. The BLUE CARD is proof that you are registered for Behind the Wheel which is REQUIRED by the STATE of MN Until you are 18 years old.
3. If you register for BEHIND THE WHEEL through Eagan High School you go to MYpayments Plus and sign up.
4. BTW is not required to be taken through Eagan High School. It is just something we offer to those interested.
5. If you choose to register for BTW at a private driving school your student will receive a 30-hour completion letter stating they have completed the required 30 hours for the permit test and are eligible to sign up for BTW. They would receive that letter once we have completed the 30 hours in Safety Education.
6. If students register for BTW at Eagan High School they will receive their BLUE CARD in class when the 30 hours of classroom have been completed. The 30 hours of classroom requirement are done in the Safety Education Course at Eagan High School.
7. Once the 30 hours of classroom is complete and the students are registered for BTW and have received their BLUE CARD they are then eligible to take the PERMIT TEST
Obtaining a Drivers Permit
Steps Required for obtaining a Drivers Permit:
1. Complete 30 hours of Classroom instruction – this is the Safety Education Course at Eagan High School Students typically take it in their Freshman or Sophomore year.
2. Register/sign up for Behind the Wheel:
a. Behind the Wheel is offered but NOT REQUIRED to take through Eagan High School. It is an extra curricular opportunity and our instructors drive with students after school, on weekends and in the summer.
b. When signed up for BTW student will receive a BLUE CARD which shows proof they have completed the 30 hours of Classroom and are registered for BTW. (State Requirement)
c. If you do not sign up for BTW at EHS, you will need to sign up at another driving school in order to get the BLUE CARD.
3. Must be 15 to take the Permit Test
4. Schedule an appointment at a DMV that offers the permit test.

"Point of Impact" Parent Meeting
Information about “Point of Impact” - Parent Meeting Offered
Parents/Guardians of Safety Education/Driver Education Students,
In compliance with state legislation, Eagan High School will host a Parent required teen driver safety awareness program, Point of Impact. The importance of your role in helping your beginning driver is critical. Our program is in compliance with new state laws and your attendance is very important.
Who: Parents/Guardians who have signed up their students for behind the wheel through Eagan High School and have a permit or will be getting their permit. Students are not required to attend, but at least one parent/guardian should be represented.
When: One in Fall and One in the Spring – Date is set at the Beginning of Trimester 1 and Trimester 2 – Email is sent out to Parents and Students
Time: 6:30pm-8:00pm
Where: Eagan High School Auditorium
What this means for you/your student: Parents that have a student/students enrolled in EHS safety education program are strongly encouraged to attend this one-night event. Aside from the beneficial information learned during this meeting, upon completion of this meeting, your student will only be required to complete and log a minimum of 40 hours of supervised driving with 15 of those hours being at nighttime before their license test.
If you are unable to attend the meeting: If you are unable to attend this meeting, another session will take place in the Spring and you are more than welcome to attend. If you are unable to attend any of the meetings, your student will be required to complete and log a minimum of 50 hours of supervised driving with 15 of those hours being night time hours before their license test. This is in total compliance with the new legislation.

MN. Statutes, Section 171.0701, Subdivision 1a Effective the day following final enactment
Each school must establish a schedule or procedure for providing “Supplemental Parental Curriculum” to any primary supervisor who chooses to receive it.
At a minimum, the supplemental parental curriculum must:
1. Be at least 90 minutes in length
2. Be provided by or in the presence of a driver education instructor; and
3. Provide information concerning graduated driver licensing, safety risks associated with novice drivers, potential influence of adults on driving behavior of novice drivers, and additional resources.
MN. Statutes, Section 171.05 (Instruction Permit) Effective January 1, 2015
The applicant may submit certification stating that a primary driving supervisor has completed the supplemental parental curriculum under section 171.0701, subdivision 1a. The certification must be completed by a driver education instructor.
MN. Statutes, Section 171.055, Subdivision 1 (Provisional License) Effective January 1, 2015
When a primary driving supervisor has completed the supplemental parental curriculum, the requirements for a provisional license includes submitting a supervised driving log that states that the applicant has driven a motor vehicle accompanied by and under the supervision of a licensed driver at least 21 years of age, for no less than 40 total hours, at least 15 of which were nighttime hours, and identifies dates and lengths of driving time for each supervised driving trip, and is signed by the primary driving supervisor.
When a primary driving supervisor has not completed the supplemental parental curriculum, the requirements for a provisional license includes submitting a supervised driving log that states that the applicant has driven a motor vehicle accompanied by and under the supervision of a licensed driver at least 21 years of age, for no less than 50 total hours, at least 15 of which were nighttime hours, and identifies dates and lengths of driving time for each supervised driving trip, and is signed by the primary driving supervisor.
(Previous law required 30 hours of supervised driving, including a minimum of 10 hours of night driving.)
What if I am under 18 and have an Instruction Permit from another state?
If applying for a Minnesota Instruction Permit:
1. Must meet the ID requirements
2. Present out of state Instruction Permit
3. Pass Class D knowledge test
4. Fill out application
5. Parent/Legal Guardian signature
6. Pay Instruction Permit Fee
If applying for a Minnesota Driver’s License and using instruction permit from another state:
1. At the time of road test, you must present a certified copy of your driving record from your previous state showing you had valid driving privileges the last six months.
2. Present proof of having driver’s training equivalent to Minnesota’s requirements of 30 hours of classroom and 6 hours of behind-the-wheel
3. Documentation of passing the road test
4. Fill out application
5. Parent/Legal guardian signature
6. Pay Driver’s License fee
What if I am under age 15 and have an instruction Permit from another state?
1. Minnesota law does not allow a person under age of 15 to drive
